Ok let me explain actually FCC stands for Federal Communications Commission which must give clearance to any model that comes in the market, so whenever a model gets approved its like a graduate student passing out from the tests of the institute ready to face the real test - the real world.
The latest model to graduate from FCC is a little known phone (codename Merlinda) which only shows it good looking back in the pictures available till date.
